Elk Run / Scotland Avenue Project
In the Elk Run / Scotland Avenue area of Punxsutawney Borough, flooding was a continual problem for residents when storms
passed through the area. Some of the problems that contributed to the flooding were that an undersized 24 inch culvert upstream
could not handle even small storms. The outlet to the box culvert was clogged with sediment limiting the amount of water
it could handle. The sediment was over 2 feet deep in the box culvert going under SR 310. The elliptical pipe downstream
of SR 310 was half full of sediment. Concrete pipes under the railroad had separated and were not functioning properly.

Sam Smith was fundamental in the Jefferson Conservation District receiving a DCED Grant to help alleviate some of the problems. The
24 inch pipe was replaced with a 48 inch pipe. The box culvert under SR310 was cleaned out. The open channel was cleaned
out and stabilized. The elliptical pipe was replaced. Twin 36 inch concrete pipes were replaced underneath the railroad.
Through the work of Contractor, Dave Roman Excavating and Lee Simpson & Associates flooding in the area should be reduced.
